Map 1: Tauranga Moana district inquiry boundaries ground that the raupatu boundary lines provided the best limits for what is, after all, the main issue of this inquiry: the Tauranga raupatu.3 The Tauranga Moana lands were originally proclaimed as a district under the New Zealand Settlements Act on 18 May 1865, and that district was later extended to the south-east by the Tauranga District Lands Act 1868.
